Policy on Lifelong Learning Access

1. Introduction

Varendra University is committed to upholding the principle of lifelong learning as a fundamental right and a cornerstone of personal and societal development. The University recognizes that learning is a continuous process that extends beyond formal education and must remain accessible to individuals of all ages, backgrounds, and circumstances.

This policy reaffirms Varendra University’s dedication to creating an inclusive, equitable, and supportive learning environment where every learner—regardless of ethnicity, religion, gender, age, disability, immigration status, or socio-economic condition—has the opportunity to acquire, update, and expand knowledge and skills throughout life.

Through its academic programs, continuing education initiatives, research opportunities, and community engagement, the University aims to promote lifelong learning as a means of empowerment, employability, innovation, and social progress.

2. Scope

This policy applies to all persons participating in or seeking access to any educational, training, or developmental activity under Varendra University. This includes:

· Students: Current and prospective students at all levels of study (undergraduate, graduate, and professional).

· Faculty and Staff: University employees engaged in teaching, research, administration, or capacity development.

· Alumni: Graduates of Varendra University seeking to continue their professional or academic growth.

· Community Learners: Members of the broader community who participate in workshops, certificate programs, or outreach learning initiatives organized by the University.

· Partners: External collaborators involved in academic or training programs jointly administered with the University.

3. Policy Statement

3.1 Equal Access to Learning Opportunities

· Varendra University ensures that all individuals, irrespective of ethnicity, religion, gender, age, disability, or immigration status, enjoy equal access to educational programs, research opportunities, and professional training.

· Admission, selection, and assessment processes shall be conducted transparently and free from discrimination or bias.

· The University shall continuously review curricula, policies, and practices to ensure inclusivity and remove structural or procedural barriers that may hinder equitable participation.

· Targeted outreach programs may be initiated to support underrepresented or disadvantaged groups in accessing education.

3.2 Disability and Accessibility Support

Varendra University commits to creating an environment that enables full participation of persons with disabilities in academic and non-academic activities.

· Infrastructure: All new and renovated buildings shall include barrier-free access (e.g., ramps, elevators, wide doorways, and accessible restrooms).

· Learning Resources: Digital platforms, library materials, and classroom technologies shall comply with accessibility standards (e.g., screen readers, captioning, assistive devices).

· Reasonable Accommodation: Students or staff with disabilities shall be provided with necessary adjustments such as extended time in assessments, flexible attendance policies, or alternative evaluation formats.

· Faculty Training: All teaching staff shall receive professional development on inclusive pedagogy and disability sensitivity.

· Support Services: A Disability Support Unit (DSU) under the Student Affairs Office shall coordinate assistance, counseling, and advocacy for persons with disabilities.

3.3 Gender Inclusivity in Education

Varendra University promotes gender equity and strives to eliminate all forms of gender-based discrimination and bias.

· Equal Participation: All academic programs, leadership roles, scholarships, and extracurricular activities shall be equally accessible to women, men, and individuals of diverse gender identities.

· Safe Learning Environment: Harassment, bullying, or discriminatory behavior on the basis of gender identity or expression is strictly prohibited.

· Support Mechanisms: The Gender Equity Committee shall provide confidential reporting channels, awareness programs, and counseling support for affected individuals.

· Capacity Building: Gender-sensitization workshops shall be conducted for faculty, students, and administrative staff to foster an inclusive learning culture.

3.4 Inclusivity for Religious and Ethnic Diversity

Varendra University recognizes the richness of Bangladesh’s cultural, ethnic, and religious diversity and is committed to promoting mutual respect and interfaith understanding.

· Respect and Representation: Academic and extracurricular activities shall reflect diversity in content, examples, and participation.

· Religious Accommodation: Academic calendars and examination schedules shall, where feasible, consider major religious observances of different faith communities.

· Cultural Events: The University shall organize multicultural events and dialogues to celebrate unity in diversity.

· Zero Tolerance Policy: Hate speech, discriminatory language, exclusionary behavior, or acts of intolerance shall not be tolerated under any circumstances.

3.5 Immigration Status and Education Rights

Varendra University recognizes the right of all persons—including refugees, migrants, and international students—to access quality education.

· Non-Discrimination: Immigration or residency status shall not restrict eligibility for admission, scholarships, or research participation.

· Support Services: International and refugee students shall receive assistance with documentation, visa processes, accommodation, and language support.

· Advisory Assistance: The International Affairs Office shall provide counseling and legal guidance to ensure educational continuity and well-being.

· Integration Activities: The University shall foster intercultural learning environments that facilitate the inclusion of international learners in academic and social life.

4. Implementation and Monitoring

· The Office of Student Affairs, in collaboration with the IQAC (Institutional Quality Assurance Cell) and the Human Resource Development Office, shall oversee implementation and compliance.

· Training Programs: Faculty and administrative staff shall participate in regular workshops on inclusive education, disability awareness, and equity-based teaching.

· Data and Reporting: The University shall maintain data on participation rates of diverse learner groups and review progress annually.

· Feedback Mechanism: Students and stakeholders may submit suggestions or grievances regarding accessibility and inclusivity through the University’s feedback portal.

· Policy Review: The policy shall be reviewed every three (3) years or as necessary to reflect evolving needs and regulatory standards.

5. Compliance with National and International Standards

This policy is developed in accordance with the following legal and ethical frameworks:

· The Constitution of the People’s Republic of Bangladesh (Articles 27 & 28): Guarantees equality before law and prohibits discrimination.

· Bangladesh Persons with Disabilities Rights and Protection Act, 2013: Ensures full participation and equality for persons with disabilities.

· United Nations Sustainable Development Goal (SDG) 4 – Quality Education: Promotes inclusive and equitable education and lifelong learning opportunities for all.

· Universal Declaration of Human Rights (Article 26): Affirms the right to education and the promotion of understanding and tolerance.

· UNESCO’s Education 2030 Framework for Action: Encourages lifelong learning as a continuous process of personal and professional development.
